Target Center's FAQ says outside food and beverage are not allowed, but it lists foods or juices necessary for medical reasons (its examples are orange juice and candy bars) among permitted items, along with medication and milk or formula for infants. Guests with a medical issue should contact Guest Services at 612-673-1380 in advance. The FAQ does not say whether a full meal brought for a dietary need counts.

Bags no larger than 5" x 9" are permitted, and so are diaper bags and medical bags (searched at entry).
Backpacks and purses larger than 5" x 9" are not allowed.
