Yes, some outside food is allowed, with conditions
The A-Z guide says fans may bring outside food, subject to inspection by security, but not into premium seating areas such as suites, the Discount Drug Mart Champions Club and the Victory Club. The dietary needs page encourages fans with allergies or food sensitivities to bring food from home.

Progressive Field bag policy
Bags allowed, with limits
Diaper bags, medical bags, clutches and small bags up to 16”x16”x8” are allowed.
Fanny packs and small handheld clutches are allowed.
Large bags and hard-sided coolers are not allowed.
Medical and diaper bags: Manufactured diaper bags and medical bags are allowed.
Food and drinks: Soft-sided coolers are allowed after inspection. Hard-sided coolers are not allowed. One 20oz factory-sealed bottle of water is allowed. Food you need for a medical diet can have its own rule: see Can you bring food into Progressive Field?
