Yes, some outside food is allowed, with conditions
Levi's Stadium generally allows outside food in clear plastic wrapping or bags that follow the NFL bag policy. Fruit must be cut into smaller pieces. This rule applies to all guests, including those with medical needs.

Levi's Stadium bag policy
Clear bags only
Clear bags up to 12" x 6" x 12", including clear backpacks, fanny packs and purses.
One-gallon clear plastic zip lock-type bags are also allowed.
A small non-clear clutch up to 4.5" x 6.5" is allowed.
All other bags and backpacks are not allowed. The policy covers all events, including 49ers home games.
Medical and diaper bags: Fans with medical bags or items must have them inspected and tagged with a wristband or sticker. Diaper bags accompanying a child are permitted.
Food and drinks: Food and fruit (cut into pieces) and factory-sealed plastic water bottles under 24 ounces are allowed. Coolers, including soft-sided coolers, are not allowed. Food you need for a medical diet can have its own rule: see Can you bring food into Levi's Stadium?
